Аннотация

Цель — разработать методику оценки резилиентности региональной экономической системы с учётом цифровой инфраструктуры для поддержки развития территорий. Применены моделирование, синтез и анализ. На примере Тульской области создана матрица цифровых рисков с показателями технологий, инноваций и кадров. Разработаны рекомендации для повышения устойчивости и стратегического планирования в области высшего образования. Методика полезна для прогнозов и стратегической политики регионов и экономики страны.

MANAGING THE SUSTAINABLE DEVELOPMENT OF A DYNAMIC REGIONAL ECONOMIC SYSTEM IN THE CONTEXT OF DIGITALIZATION

Abstract

The article focuses on the processes of mutual influence of digital transformation and the stability of the regional economic system in a dynamic environment. The purpose of this work is to form a methodological support for assessing the resilience of a regional dynamic economic system in the context of the formation of a digital infrastructure, the purpose of which is to support the economic development of a entity in the field of higher education. General scientific research methods have been applied: modeling, generalization, synthesis, analysis of accumulated scientific results in the framework of studying the sustainability of regional economic systems. The study considers a cognitive modeling method that allows identifying key factors of digital maturity. Using the example of the Tula region, a digital risk matrix has been developed. Measures are proposed to increase sustainability, reduce risks and create an effective digital environment – the basis for strategic planning. Methodological support has been developed, which is a simulation of managing the sustainable development of a region by systematizing the conceptual aspects outlined in the mechanism in three-dimensional space. The results of the conducted research can become the basis for creating a forecast of socio-economic trends in Russian regions, as well as for substantiating the cause-and-effect relationships of their occurrence. This work is useful in the theoretical aspect – it acts as a basis for further developments on the topic under consideration. Improving the methodological support for assessing the resilience of the economic systems of territories is necessary for the effective implementation of the strategic policy of the regions.
